Adding a floating_ip_allocate method to osk_cloud_ops.py which will create a new floating IP, then return the IP address.
When a VM is created, we look to see if floating_pool is passed, if so, we allocate a IP, then assign the new floating IP to the guest.

The code for floating IP creation looks a lot more stable now, specially in OpenStack Juno. Closing the issue.
