I faced the same problem.

I reverse engineered the usage as follows

pacman -Syu --noconfirm
pacman --noconfirm -S git ostree python3 python-pip python-yaml sudo arch-install-scripts
git clone https://github.com/ONL/arch-ostree.git
cd arch-ostree
git checkout kernel_version-fix
./arch-ostree.py sample-config.yml master 1

This should generate an OSTree-repo, that can be consumed by clients. However, there seems to be one more problem regarding S.gnupg-agent.browser which I haven't been able to locate yet. Maybe you can try the above steps and comment if you face the same issue.

To consume the OSTree from a client, you'd have to host the OSTree on a webserver. Tips in how to consume the OSTree can be found here: https://wiki.gnome.org/Projects/OSTree/UsingOnArch
