Removing duplicated libsodium binary, python and few other unused libraries, and not copying the source code into the image still gets us only to ~5.8 GB. Most of image size is taken up by the libzmq, openssl, libsodium and libindy binaries for all the ABIs. A solution (hopefully) is to download arm / x86 specific libraries before each build, which would provide us with two artifacts: a device build (armv7, armv8) and emulator build (x86, x86_64). Those then can be cobined / split when building the client Android app if desired.
