It excludes by requiring a private repo in the setup without providing a desirable alternative.

If you don't mind working in public, there's no reason to create the private fork. I've never bothered. Just skip those steps and work directly with your public fork.

Or just keep any changes you don't want public on a branch that you don't push to github.
