Aside from [UDELCOMPRESSION], which is going to disappear when we get the delta encoding stuff in, the set of references look pretty normative.

We do need to lose the RFC 2616 reference in favour of the httpbis drafts, but that might wait.

I'm going to close this one. This is always going to be necessary, but what we have looks sane. Some of the 1.1 references are marked normative when we don't really rely on them, but I see no harm in that as it stands.
