Command-line support for Windows port about ppsspp HOT 5 CLOSED

Currently there's some unfinished code in Windows/main.cpp for command line support.

Personally, I think requiring --load is completely unnecessary. Taking a file as an argument like most programs makes file associations more straightforward too.

Anyway, I think the plan is to cleanup the Windows UI which might affect this.

Of course, "PPSSPP some.iso --run" is also perfectly OK. "--load" and "--run" were just examples.

Joining to Darth1701's request. Also, i would like to request some "--log" command, for saving log into file, instead of printing it into command line window (especially for debug logs, since screen buffer size not enough for them).

If you create a directory "User" and inside that "Logs", it will automatically create a "dolphin.log" file inside that directory currently.

After #225, it will name this ppsspp.log (unless you pass --log.)

Basic command line support has been added, it might be changed / unified later, but I think it's good enough for now. Please reopen if there's still things needed.
