I've moved the $broadcast call further up the scope/dom - this might fix your issue, can you test please?

After some digging it turns out this is a greater issue angular/angular.js#6974
A possible workaround would be to listen for the animStart event instead, this is $broadcast on the $rootScope - but you should get it on $scope within your controller.
I hope that helps.

I've removed state controller events - use $rootScope events instead and match the element.
