In my ideal world I would only have a voice interface to Home Assistant
with the app as a fallback / place to set things up. If you're using Chrome
the app will allow you to dictate commands which would be a preview of how
such an interface could work.
To integrate bluetooth you could have an external application that would
forward the bluetooth events to Home Assistant.
I actually use the Philips Tap at my home but only to control my lights. I
don't always want to grab my phone :)

Hmm, voice control could become a good interaction interface, but only if it works very well - if you have to repeat your command several times before it is understood then it becomes a frustration :) at the moment the Chrome voice recognition doesn't work well enough for me. Also, there is still a social barrier to overcome for voice commands - at least in the Netherlands most people still don't feel comfortable giving voice instructions to their phone / other device.
Yes, I also would like to avoid grabbing my phone, but for me the Tap is too limited, I think (3 scenes + off switch)... that's why I ordered Nuimo.
I hoped to avoid having (to develop) a separated daemon for bluetooth applications - maybe https://pypi.python.org/pypi/pygatt/1.0.0 (or https://github.com/karulis/pybluez when it is gets BLE support) is a possible way of integration.
Why did you think of an external application rather than including a library?

I would think the challenge to this would be that the device could only be
used within range of HA server. My thinking on this would be to create a
Bluetooth to WiFi bridge of sorts for this device using a Raspberry Pi.
Then have HA communicate with the Pi over HTTP. I think that would be this
cleanest way to do this. I know it is a bit different from what you had
planned, but it is just my two cents.

yes, such a bridge would also be an option. Or the phone app should support command forwarding to HTTP.
