I didn't understand well the scenario, couldn't reproduce it here. Anyway, pressing Page Up gets things back to normal, right?

Ah, thanks for the video. That's normal behavior, I don't consider it a bug. If you do something similar in, say, LibreOffice Writer, you get similar behavior: write some lines, reduce the window, go to the last line, grow window again — the last few lines are shown, you have to scroll back up to get to the beginning. The difference is that in htop, unlike Writer, once you shrink the window it keeps the selected line in view.
