Just adding a note here what the current plans are.
This requires changes to the registry file format. We need to wait for elixir 0.13.2 when the next hex version is released supporting the new registry before working on this. We should also wait until most people have moved to the new hex version.

Current update:
With hex 0.2.1 we include information about optional dependencies when publishing. We have had the new registry format for 14 days, only people on elixir 0.13.0 will have issues is with it. So we can now start sending the new registry format to users and update the resolver to consider optional.

- If you enable 2FA it should be enabled on the CLI as well but probably only for authentication a new user (when we generate API keys) and when publishing. There should also be an option when generating API keys that do not require 2FA so that you can still publish etc. in automated environments such as CI.
