Chronic Duration does not parse half an hour correctly about chronic_duration HOT 2 OPEN

It's not just half hours. Half hour is definitely the most likely to come up in conversation, but it looks like any attempt at a fraction has an unexpected result.

This is due to a discrepancy between the intent of Chronic and Chronic Duration. Because Numerizer was extracted from Chronic, things like tenth are treated as the 10th day or hour, rather than as a fraction. Either Chronic Duration will need its own Numerizer, Regex can be used for patching before Numerizer is applied, or Numerizer will need to be updated to support ordinal and fractional contexts.
