I made some incorrect assumptions about how this works. This is my first foray into github actions and I did not realize the action in my repo can reference this repository directly.
One thing that may have helped me understand is to have the sample_site
in a separate repository so that the separation between this action's definition files and what is needed to use it is more clear.
The walkthrough doc at https://jekyllrb.com/docs/continuous-integration/github-actions/#setting-up-the-action was definitely helpful.
