Alright, it looks like it was my turn to request an already implemented (but undocumented) feature.
haxelib -R http://somecustomrepo/dir/ search format
Should work. Except it's a little broken in Haxelib 3, due to changes with the whole legacy repo thing. I'll see if it's easy to restore it without breaking things further.

It is working. The only reason I was having trouble testing it is because of the newly opened Issue #56.
So hoorah, we can use 3rd party haxelib servers!
