[Urgent] haxelib dev not working on Windows about haxelib HOT 3 CLOSED

This may be related to the issue Joshua was having at WWX:

I had a go at fixing the code but I didn't push the update yet as I think I
wanted someone to test it on Windows, to make sure that it was a smooth
self-update. I'm pretty busy for the next 2 days, but Wednesday night I
might be able to take a look at these. I think Juraj is in a similar
position, but we were looking at doing a raid on outstanding haxelib issues
later this week.

If you need this fixed before then, I think it is fixed on git so we just
need to test it and push the update to haxelib.

using "haxelib dev" will create a .dev with an extra / at the end, which
seems to mess up things on windows:

haxelib dev anything .
haxelib path anything

Library anything version dev is not installed

Not sure if it's been fixed already or not, but then it is needed to allow
sefldupdate for a fix

I'm blocked by this too, I'm willing to test it if you have a patch.

Workaround was to edit C:\HaxeToolkit\haxe\lib\LIBRARY.dev and remove the '/'

from haxelib.
