Swallowed error cause upon HAXEPATH problem about haxelib HOT 6 CLOSED

I think we should fix this for 3.0 release, it tends to give confusing errors if there is something silly like an UAC problem going on.

I can't actually produce a Java version of my code on Windows at the moment with RC2, I'm getting this error, so would really like to see this fixed.

Please note that this issue is not about fixing something that is broken, but rather about improving error messages. The origin of the error is likely the fact that you installed haxe and haxelib in your program files folder on Windows and now run into UAC problems. You can try using "haxelib setup" to set a repository path elsewhere.

Which shows why its important to improve the error messages - so people have an idea what the problem actually is :-)

But the affected piece of code is only triggered in Windows. Does anyone care to test this or should I just mark it as fixed?
