I think it's also important we decide how much we want to enforce semver. Are we going to reject versions, that simply cannot make any sense in semver based on the existent version (like bumping any counter by more than one, or bumping minor and not resetting patch?)

I don't think we should limit versions submitted, but we could possibly output a warning/prompt.

I'm also generally not keen on telling people how to handle things.
However, the plan was to have dependency management assume semver by default, so I think it's quite important to do what we can to make that assumption hold.

Semver is enforced when uploading. Names "haxe" "all" ".zip" and ".hxml" are reserved, because they're the special values for haxelib install ______
that we want to be reserved.
Licences are restricted to those defined in Data.hx
