Allow specifying multiple toplevel packages about dox HOT 4 CLOSED

I'm not sure I understand the use case here. Why would you want to have multiple top-levels instead of using an exclusion filter?

Perhaps I didn't phrase that very well. I don't want multiple top-levels at once - just the ability to switch between a selection of them:

• select flixel - display the flixel package as the top-level in the tree view and hide the rest
• select nape - display the nape package as the top-level in the tree view and hide the rest

etc

Basically a way to provide multiple API docs for several libs in one page without crowding the tree view with everything at once.

That might require quite a bit of work. I'm not strictly against it but I don't think anyone is going to look into it anytime soon.
