It's possible to have HA without Consul using DynamoDB as backend. This module doesn't support it yet, but it's an easy enough addition.
Use the modules/vault_cluster nested module only if you just want the vault cluster.

Consul is required for high availability (HA), so it's the recommended approach for production. That said, for cases where HA isn't as important, it is possible to run Vault with just S3. If you want to add a PR to make that an optional configuration, I'd welcome it :)
