Hi @tzaeru thanks for reaching out. I'm going to move this issue to the VMware repository to see if a member more familiar with this plugin can shed some light.
But are you looking to keep the volume around indecently or just for debugging?
Packer has a debug provisioner that you can add as the last provisioner within your template to pause Packer before it does any cleanup or vm shutdown. You essentially pause the builder before it completes, which would allow you time to run some additional testing. I don't see a way to keep the artifacts around for this builder but I might be mistaken.
