I unpacked the phar, and listing the contents (first 3 levels) gives this:

Should I be seeing a "vendor" directory in there as well?

Whoops. Sorry about that. The build process for guzzle.github.com didn't include the composer installation. I've updated the build process and uploaded new phar files. Can you give it another try and let me know if your issue is fixed?

im messing around with phpfog and locally it works just fine (MAMP under OSX) but on phpfog it fails with this msg. any ideas?

Interesting. I just did a simple test on an EC2 Linux instance and it seemed to work just fine:
First download the phar:
wget http://guzzlephp.org/guzzle.phar
Now create a simple test script:

require 'guzzle.phar';
$client = new Guzzle\Http\Client();
echo $client->get('http://example.com')->send();
