The treaty and tribute are fine for me, but war needs something more.
As it is it boosts influence increase against someone, so why not be at war with everyone and boost everything?

There must be a downside to war.

If war is both ways, then the other party also has x2, which render our x2 quite useless.... Except 3rd parties that also have influence on tiles.

Maybe in war we do not increase influence but instead reduce the other party one? It would pave the way for third parties. Seems feeble though.

Maybe WAR should be the default state, where the influence can build up and take cases? It would be nice to distinguish between friendly competition for tiles and outright war but maybe it makes no sense before the implementation of armies. Or maybe war could just allow to put the flag in ennemy territory?

Or maybe, instead of doubling the influence, being at war can be considered as an influence source, which depends on the army's power.
For exemple, A is at war with B. When influing on tile of B, A can use its infuence+army power, and if B is at war as well (B defends) it is the same. It results that the one with the strongest army will gain more and more influence, and take over more land.

To sum up, it's not InflA x 2 versus InflB x 2 , it is inflA + ArmyPowerA versus InflB + ArmyPowerB.

It is a nice idea, it involves a new variable that would represent the average army power for the empire.

I like the fact that a warmongering empire (higher army but lower default influence) would have to declare wars against its commercial/cultural neighbours to extend, whereas its neighbours would slowly push their borders during peacetime.
