On your two remarks:

There are some ideas that might help you here on some of the issues you mention, in particular running tests on compiled bundles and simulating package publishing.
Regarding checking against locally imported packages before publishing, maybe you can add a
prepublishstep to your 'package.json'? If it fails, the publish command would not be executed. -
I've seen some oao users publish from CI; that's why some of the
oao publishflags were introduced… I don't do it myself, but I guess it depends on the case.
In any case, as you said there are really no established good practices about working with oao. If you get to posting something, please let me know and I'll be happy to link to it from here! 👍
