OK, the issue was that Synology is not happy with the default UID/GID. Setting SEAFILE_UID and SEAFILE_GID to an existing user in DSM solves the issue and Seafile is happily synching away. Thanks for your time!

Hi,
The error: The local directory does not exists seem to indicate that some directory is missing. What is the contents of /volume1/docker/seafile-test afterwards?

An empty dir with the name of the Seafile library, so /volume1/docker/seafile-test/<library-name>.
I changed the dir to the default /data. Now there is no python error but still the no dir error:
