I also met the same issue, but the solution provided by asubramanya does not work.

I tried to compile gporca at 3.42 or install the binary package, both failed. The OS is RHEL 7.

$ sudo tar xvzf bin_orca_centos5_release.tar.gz -C /usr/
$ sudo tar xvzf bin_orca_centos5_release.tar.gz -C /usr/local

$ which gcc
/opt/gcc-6.2.0/bin/gcc

$ cat /etc/ld.so.conf
include ld.so.conf.d/*.conf
/usr/local/lib

$ CFLAGS="-O0 -g3" ./configure --prefix=`echo ~`/greenplum-db-devel --with-pgport=5432 --with-perl --with-python --with-libxml --with-gssapi --enable-debug --enable-orca --disable-gpfdist
checking Checking ORCA version... configure: error: Your ORCA version is expected to be 3.42.XXX

@adam8157 hey did you try to do ldconfig after completing the build part of optimizer
Ex : cd depends
./configure
make
make install_local
cd ..

Then
try to do ldconfig
and then build the database
