Depends on what version you're migrating from and what "safe" means, but generally yes--you can provision a managed control plane and then move workloads over one-by-one at whatever pace you'd like.

I definitely recommend managed if it's an option, it's a lot less hassle. Configuring/installing/updating control planes is a huge pain point for Istio/ASM and managed ASM takes care of that for you after the initial setup. If you have specific requirements around customizing some lower-level features then it might not work, but those aren't super common. https://cloud.google.com/service-mesh/docs/managed/supported-features-mcp should have all of the info there.
