Actually, Anthos Sample Deployment (ASD) pulls these files from another repo and places them in a Cloud Source Repository (CSR) of the deployment project. In the tutorial, we expect users to set up the environment which includes cloning the CSR. After that, users should be able to find anthos-sample-deployment-config-repo/namespaces/istio-system/peer-authentication.yaml
on the local file system. Please me know if you cannot find the files locally.
Having said that, I recognize that users might have expectation to find these files in the ASD repo. A PR is submitted to sync the files. And in the future we can use ASD repo as the source of these files.

hmm I just replicated the steps of cloning the repo as described in the tut and the file is still missing?
maybe someone modified the CSR repo?

Thanks for the additional information. Was the deployment created after Jul 23?
Before Jul 23 on which the ASD release upgraded ASM version to 1.6.5, we did not have that file in the repo indeed.
