After testing this out, I believe this Tag was lost message is both unavoidable and completely acceptable.
It's unavoidable since there simply needs to be a differentiation step where the system steps in to let the user with two holder apps specify which app they want to handle the NFC engagement. Once they choose, they tap again (and moving the phone away in order to tap again causes the Tag was lost message). It's also acceptable behavior since the reader app is able to handle the disconnect and reconnect gracefully.
