This looks like expected result, outline always overlap the main text, it's not specific to the shadow.

It makes sense logically, but from the end user's perspective, it feels like a bug to have the shadow and the shadow outline be visually distinguishable. Especially since you cannot normally change the shadow outline color, so it's only visible when it's transparent. As it is currently, you cannot have transparent text shadows with outlines at all, unless you are willing to accept some amount of weird outline visuals
