Forms built with Build and XLSForm will have an instanceID at meta/instanceID that is unique (it's a UUID). This is what should be used to do the de-duplication.
Not all forms will have the instanceID (e.g., if you design the form in XML and forget to add an instanceID), so in that case, don't attempt to de-duplicate.
The de-duplication should be done when pulling forms from Collect and exporting to CSV (in case the user has a very old version of Aggregate).
