I'm glad you're finding the tool useful! It is interesting your problem appears specific to the southern hemisphere. I am surprised France needed the missing tile as the prime meridian runs through France, so both top level tiles should be generated. Could you please send me the exact ctb-tile
command you used to generate both the Australia and France tilesets and I'll see if I can replicate the problem and we can take it from there...

Thanks for uploading the test data. I've used the latest docker image to generate the tiles for both tiffs using the command you specified. It seems to have worked fine, with the screenshot below showing South.tiff
rendering in Cesium:
For the South.tiff
tileset I had to create manually create 0/1/0.terrain
(not /0/0/0.terrain
as you specified above), so perhaps this is the problem?
