For cesium-terrain-builder we need GDAL version >= 2.0.0
sudo apt-get install -y software-properties-common
sudo add-apt-repository -y ppa:ubuntugis/ubuntugis-unstable
sudo apt update
sudo apt install -y gdal-bin python-gdal libgdal-dev
or build from source:
