Yeah the website "mwcollect.org" was unavailable for quite a while. I managed to git clone this libemu before the website went offline.

In Debian there exists a package - https://packages.debian.org/search?searchon=sourcenames&keywords=libemu
It is based on commit 09bbeb5 - like 1 year older code than this repository.
You can just install from a package:
apt-get install libemu2 libemu-dev python-libemu

BTW I believe that today fork of DinoTools is the one most updated:
