CI doesn't test 4.08 about dolmen HOT 7 CLOSED

Ah.. sorry about that.
To be clear: 4.08 is tested by CI, but the CI does not test the build of tune (nor the watch target of makefile). I'm thinking about splitting off tune into a separate repo anyway, so I'll likely remove it in the coming days.

Yes, I'm aware of that, and I have a trick to emulate the hint on older versions of ocaml (courtesy of @chambart)

So I fixed the build of the lib and binary under older ocaml versions, and I'll very soon remove the code of tune which breaks some makefile targets on older versions.
