2. Do we plan to use github labels as tags?

How about something like:

github-add-repo-issue-labels --repo g0v/foo --labels "one,two,comma separated,important"

Looks like the script is for repo owners to set pre-defined labels.

External bug reporters are not able to set labels.

yeah. the idea is for issues to be marked for outsiders to view and contribute. we can easily add members if one wish to contribute by triaging issues.
