You should only need to create the vars files for ubuntu/debian in
roles/ipaclient/vars
roles/ipaconf/vars
roles/ipareplica/vars
roles/ipaserver/vars
With the package names for ubuntu/debian. Maybe it is also needed to have version specific vars files because of python2/python3.
The ubuntu/debian specific file need to be named Debian.yml. It there is a need to create the file for a specific distribution version, then please use Debian-<version>.yml.

Can be closed as Ubuntu is supported and I just made a pull request for Debian support too.
