I found a workaround to get the program running.
cd /usr/local/lib/python3.4/dist-packages/pi_mqtt_gpio
wget https://github.com/flyte/pi-mqtt-gpio/raw/develop/config.schema.yml
# now I can run it via:
python3 -m pi_mqtt_gpio.server ~/pi_mqtt_gpio.ymlfrom mqtt-io.
