The world format changes in 1.13 seem to have gone mostly undocumented, so this is going to require some effort.

Initial steps are going to require generating name mappings for the Block enum. No idea why they have to use strings instead of IDs from the global palette for block identifiers.

Steps to complete this:

• Generate string-based mappings for block states and their properties (27efde7)
• Implement processing of region files
• Implement conversion from the chunk format in region files to the in-memory format
• Implement a "chunk worker" thread which is used to asynchronously load chunks from the disk
• Implement support for asynchronous chunk loading in the networking code
• Implement saving of chunk data back to disk
