Reimplementation about process-warning HOT 2 CLOSED

I think it is a good API with Eomm's addition. However, it should be implementable as a minor feature so that a full deprecation cycle can be performed.

in fastify we don't have a dynamic warning, we use it like warning.emit('code-string'), so it would not be necessary for an extra map (code->warning object)
