Someone with openbsd experience just needs to go through existing spread through the web solutions (or disregard them):
http://lists.freebsd.org/pipermail/freebsd-ports/2009-June/055395.html
http://forums.freebsd.org/showthread.php?t=24599
etc on https://www.google.com/search?q=fail2ban%20bsd%20pf
and create a corresponding actions.d/pf.conf and demo entries for jail.conf (Debian's jail.conf would be even easier since it wuold require only replacement of default banaction) and send a pull request.
Myself I have no experience (nor access or time to play with it under VM) with BSDs to provide adequate tested solution
So it is all in your hands!

I stumbled across https://gist.github.com/3189046 some time ago but haven't tested. Perhaps it's a good starting point.

I've make a branch of the FreeBSD ports changes https://github.com/grooverdan/fail2ban/commits/bsd
This includes a pf action.
I've asked Nick about the previous gist.
After a bit of review, more welcome, I'll make it into a pull request.
