For this I think we should follow the same model used for the scales (i.e. a dedicated "Units" management section in the administration panel, then in the graph edit page select either a pre-defined unit or prompt for a custom unit description).

Shipped in e4fd058. A few adjustments are needed on the UI side.

Unit management UI and integration into graph mangement has been shipped.
We just need to finalize unit display on graphs before closing this issue.
