I have the same problem using the following command: composer require ezyang/htmlpurifier:v4.5.0
I can't confirm the 0 byte size, by now I'm getting an "API rate limit exceeded" message.
update: This is caused by Github not generating a valid zip file. I've just added the '--prefer-source' flag until the issue is resolved on their end.

This is still an issue and only with this package. I'm able to install every other dependancy. Have you checked in with github what the issue might be with your specific tag?

I checked the location just now, and it was a fine zip file, and had all of the expected files in it.
