Currently By thumbnail size is 1280(width) X 960(height) i want this thumbnail which has been generated of size 1200(width) X 320(height) .

For resize thumbnail install MiniMagic and add version:

    class VideoUploader < CarrierWave::Uploader::Base
       include CarrierWave::MiniMagick
    
       ...
    
       version :small_thumb, from_version: :thumb do
         process resize_to_fill: [20, 200]
       end
 
    end
