Set up a bundler to optimize Elm's output, allow it to run on older browser, and bundle together the CSS files

Currently the build profile sunburst svg is a square of fixed size. However, depending on the dependency tree, the resulting graph sometimes better fits a rectangle, leading to awkward empty spaces to the top, left, bottom or right of the graph.
Add a check to ensure the svg viewport is the minmum viable size

In the focused view of a standalone or a package, add the possibility to display a README

Add a simple static array of tags to standalones and packages, along with a way for the end user to filter displayed applications according to those tags. Store the filters in localStorage

Rework the summary to display since when builds and deployments are failing ("Failing since ..."), which is a much better information than simply the status of the last one.
Don't change anything if a build/deployment is running or successful though.

Add build profiles to builds

Any error on any provider for any piece of info currently crashes the whole report. Enhance the provider logic to prevent error bubbling and display clear error messages to the end user in case of a problem, while still displaying what could be gathered

When hovering over an outdated dependency, a tooltip displays the version currently locked. It would be helpful to also have the latest version available listed in the tooltip so the user doesn't have to look for it in the packages list

Currently, bundling prevents the app's initialization because Elm doesn't get exported anymore

When no tag has been specified, the filters popover is still present, and empty.
Only display it when there is at least one tag
