Nope. Maybe if it didn't disappear when you click the scroll bar of the browser, you could reach the submit button?

There is a bug in chrome: the popup height can exceed the actual space available on the screen.
Probably the latest update of my extension still didn't fix this problem, but now you can right-click on any page and select 'edit cookies', instead of using the icon on the toolbar.
