Hi @applegal ! There is no calibration mechanism in the beacons. They should work out of the box. Measured Power is not exposed by Apple in iBeacon, so it is available only when you search beacons using startEstimoteBeaconsDiscoveryForRegion: which is using CoreBluetooth framework.
Looking at your results I can see that RSSI values are quite similar. Based on my experience they can fluctuate, so the deference is sometimes event more then 10. Have you been changing power of the beacons before this test? I've experience quite big delay in iOS when power of the beacon is changed. It is somehow cashing measure power internally, so when you change power (measure power is change automatically then) Apple is still using old measure power value.
