As discussed, I'm strictly against using age as a hard requirement for counting participants. There are events with underage people as the target audience.
As to being qualified, I think there are cases where you just disposition someone even though they aren't technically qualified, but you do want them to "count". Really depends on the situation.
Instead I think we should improve the UX of our signup methods and documentation so people know how to setup e.g. an intern section. Perhaps the rumoured "complex" signup Method will make it very explicit. For the simple signup Method we could show a checkbox in the disposition view # participant for whether to count the participation.
