I wonder if part of them are not simply due to the fact that mayavi needs
to be importable (and thus pretty much install, possibly in a sandbox)
for the docs to build.

So now with 4.3.1 I'm getting:

running build_docs

updating environment: 112 added, 0 changed, 0 removed
reading sources... [  0%] advanced_scripting
reading sources... [  1%] advanced_use
reading sources... [  2%] api/core_view_objects
Unable to access the X Display, is $DISPLAY set properly?
make[1]: *** [html] Error 1

Which seems to be because as stated above that the modules need to be importable. Is there any way around this display issue?

Not that I know.  Use xvfb for these purposes.
