I'm a touch suspicious of this. I'm not sure I'd want it to be too harsh, especially when considering how it might interface with the slower levy replenishment and slower pace of war in PB. And that is doubly so when considering the other ideas we've discussed for making war a little more eventful and random.

They'd be levy_size province modifiers, so they wouldn't affect reinforce rate directly. They'd affect it since reinforce rate is a linear percentage growth of the maximum levy but indirectly.

I don't see the modifiers being huge. Could be a number of varieties. Mostly in the form of a number of adjacent provinces affected by disease or by an extremely vital series of harvests / poor multi-year agricultural output. And their converse boons.

I would probably only hit-up areas with these modifiers in peace-time (or mostly peace-time, for better realism). The goal is to add one more variable of uncertainty to your plans for conquest. Will you not be able to follow-up immediately on that truce in which you seized a bunch of land in a prior war, simply because you've removed that land from the levy pool of the enemy and managed to win the last time?
