What happen if you run : wget http://localhost:58080/APG-WS/wsapi/db?wsdl on the local box ?

What version of VNX M&R are you using ? Just tried on 2 and higher and it works properly.

Btw, if you want to use mnrcli remotely ; in /opt/VNX/Web-Servers/Tomcat/Default/conf/Catalina/localhost/APG-WS.xml you can comment out this line :

<Valve className="org.apache.catalina.valves.RemoteAddrValve" allow="127.0.0.1" />

from mnrcli.

I'm afraid the Web Service component is packaged with VNX M&R only from 2.x.
mnrcli relies on it so... You will have to upgrade.
