I think that's a documentation bug, because the project website says
Emacs-w3m supports the latest two major stable versions of Emacs. Thus, when the latest stable
Emacs was 26.1, Emacs-w3m was supporting versions 26.1, 25.3, 25.2, and 25.1.

Thank you for your response!
I stopped reading website at history section, which did not mention about official github repository. I thought website was not updated. But actually documents in the repository are much older than website.

Please consider re-opening this. A documentation bug is also a bug, and can confuse others in the future just as it confused you. Where exactly was mistake written?
By the way, you can also now use MELPA to get the latest version of this project.

I edited the files, and updated my pending PR #22 accordingly. Note that I don't speak Japanese, so what I did for the file README.ja was to copy the text verbatim from the Japanese version of the website. If that's wrong, let us know. Also, if you are motivated, you're welcome to propose changes to the Japanese language (and for that matter, also the English language) documentation. The developers are friendly and welcome pull requests.
Also, I'll propose to the webmaster to add a link on the namazu page to the on-line info manual that is referenced in the README.

Done. PR #22 now also has in its html folder an updated set of files.

My version of the README now shows how to integrate the namazu project page HTML with the github markdown in order to maintain a uniform presentation. The only editing required was to replace relative links with absolute ones, for resources that only exist on namazu (eg. mailing list records, tarballs).

It seems this package crashes emacs native-comp (28.0.50), so perhaps something it does breaks with newer emacs versions?

Understandable, sorry I can't give a backtrace or anything since it is a bonafide crash, rather than elisp error. As I said, I'm using emacs pgtk/native-comp version 28.0.50 (flatwhatson/emacs/60fd7fb57e15a0bf339fd28dc2c9449f39d122df). To reproduce, I simply (require 'w3m) and emacs segfaults immediately. I understand if you would want to forward this on to @AndreaCorallo instead but I'd be quite surprised if this is a native-comp bug at this point and he's quite busy.

@flatwhatson's repo is simply a regularly updated amalgamation of the pgtk and nativecomp branches of emacs. For all intents and purposes, nativecomp is the only relevant thing here.
I'm not native compiling manually, but it does get compiled. Emacs-w3m: version 20210201.2305
